Which degrees are you referring to, and in which fields? I’m Canadian, and received a fully funded DPhil scholarship to Oxford in 2017. This is unusual, whereas had I done a PhD in Canada or the US in sociology, I would have been guaranteed a (paltry) stipend. My interpretation of grad school funding is that Europe tends to withhold it and forces students to rely on external funding bodies.
