Good question. These things are regionally specific to an extent, but ultimately people need to be meaningfully consulted and treated with dignity irrespective of outcome. This generally means offering welfare rate social housing with the *option* of additional support. Time and time again, we’ve seen that mandating it (and the surveillance and social control that accompany it) isn’t sustainable — “services” must be consensual. In Vancouver and elsewhere, we repeatedly see the proliferation of tent cities because folks need communal care and non-hierarchical governance. I’d like to see that model legitimated by federal authorities (and thus legislated as Indigenous reserve land) as a short-term option. Longer term, we need to radically restructure our federal and regional priorities when it comes to development, environmental justice, and reconciliation. Otherwise, nothing will change. Oh, and accompanying that, decriminalizing all drugs immediately is imperative.
